Their Chief Executive Officer is seeking to appoint a ‘degree qualified Engineer’ to take on the role of Director of Infrastructure to deliver efficient and effective services and projects for their community.
The Opportunity
As the Director of Infrastructure, reporting directly into the CEO, you will lead a vast directorate of staff (70 FTE) through your 4 direct reports, who are experienced and tenured Managers leading the following sections: Works, Water & Waste, Asset, Program Planning, Open Space, Regulatory and Utilities.
As a member of the ELT, you will provide high-level advice to Council and the CEO on a range of complex matters within the Infrastructure portfolio. You will ensure effective leadership in the delivery of strategic and operational management of civil and environmental engineering services.
Responsible for providing Council with high quality design, construction and maintenance programs including road works, drainage, bridges, water, sewerage, waste as well as other relevant infrastructures. Coupled with completing various maintenance and renewal projects (primarily for bridges and roads), which are grant funded with specific delivery timeframes.
Key Accountabilities
- Deliver and maintain strategic and business plans that meet community needs and organisational priorities, now and into the future for Council’s Engineering department.
- Provide effective stormwater and drainage, transport networks including roads, bridges, footpaths and cycle ways, plant, depot, water, waste and sewerage service management in accordance with Council’s Operational Plans.
- Lead cultural change consultatively within the engineering department that achieves a high quality, productive, positive, motivated and collaborative team environment.
- Deliver asset, project and risk management, survey and design work for engineering/infrastructure services, effective maintenance and construction policies and procedures and commercial works with a positive ROI.
- Provide and sustain a positive image for Council in dealing with customers, external organisations from both public and private sectors.
- Oversee and/or be involved in tender, contract, budgeting, negotiation, project management and staff review processes.
- Ensure a high degree of financial control and management for the Directorate, including an OPEX budget (around $15mn) and CAPEX budget (around $30mn).
- Contribute to the effectiveness of Council’s Executive Leadership Team

An executive level total remuneration package is available ($200k to $222k package), inclusive of super, a Council leaseback vehicle (with full private use), and assistance with accommodation costs.
About You
To be considered, please include a cover letter addressing your demonstrated experience of:
- Obtaining degree level qualifications in Engineering or related discipline
- Managing a multi-disciplinary team at a Senior Management level, specialising in one or more of the following areas: civil infrastructure, construction management, water engineering, waste management, asset management or horticulture
- Engaging with various stakeholders at all levels (internally and externally)
- Leading staff through significant organisational and cultural change initiatives
- Delivering a quality program of works whilst utilising the finances and resources available
